HPF Kernel

The HPF-2 document was originally going to contain a chapter defining the HPF Kernel, however, this idea was abondoned. There is an identifiable subset of the language which is `Guaranteed to execute fast and be portable'. It has the following characteristics:

• subset of full HPF
• no pointers
• no dynamic mapping
• no INHERIT
• only certain types of alignment allowed, not strided.
